Governo usa excedentes de tesouraria de instituições públicas para se financiar O IGCP vai poder emitir empréstimos internos, através de certificados especiais, onde vai utilizar os excedentes de tesouraria de instituições públicas. Desta forma, o Governo tenta "minimizar os custos da dívida pública."
